In response to the Stonewall-style raid of the Rainbow Lounge that left Chad Gibson with a brain injury, Fort Worth police chief Jeff Halstead will institute a new tiered- and colleague-reviewed approach to bar checks:

“To date, the investigation has revealed that flawed policy created a situation that would not have occurred otherwise at the Rainbow Lounge,” according to a summary of the ongoing investigation released as Halstead was about to brief the City Council on his progress.
The report says Halstead has told the department to add specific guidelines for officers and supervisors to follow during bar checks. He said the policy will be implemented by Sept. 1.
“Under the new policy there will be three distinct differences between an actual bar check, bar inspection, and bar investigation,” he writes.
